1. Opening Statement

The Action Plan for the Barrens Willow (Salix jejuna) in Canada was due for posting on the Species at Risk (SAR) Public Registry by October 25, 2007, for a 60-day public comment period. Further consultations with key stakeholders and landowners are required before the posting on the SAR Public Registry. Environment Canada is leading the development of the Action Plan for the Barrens Willow (Salix jejuna) in Canada and will continue to work in cooperation with the Province of Newfoundland and Labrador to ensure the action plan is completed and posted on the SAR Public Registry at the earliest opportunity.

2. Summary

2.1 Scope of the Action Plan

The recovery goal for the Barrens Willow is to secure the long-term persistence of the natural population throughout its range, in Newfoundland. The action plan will address how the broad approaches identified in the Recovery Strategy for Barrens Willow (Salix jejuna Fernald) in Canada will be implemented to achieve the recovery goal and objectives.

2.2 Critical Habitat

Critical habitat for the Barrens Willow was identified in the Recovery Strategy for Barrens Willow (Salix jejuna Fernald) in Canada.

Environment Canada, Fisheries and Oceans Canada, and the Government of Newfoundland and Labrador are working to ensure protection for Barrens Willow critical habitat.

2.3 Actions to Achieve Recovery Objective(s)

The primary actions proposed to achieve the Barrens Willow recovery objectives will emphasize biological surveys, habitat protection, research, compliance to regulations, conservation and restoration.

Since 2004, the federal government has invested over $397,000 in recovery actions to protect Newfoundland barrens where critical habitat has been identified for Barrens Willow through the Habitat Stewardship Program.

2.4 Monitoring

A monitoring protocol and standards have been developed to assess the recovery of the Barrens Willow. Biological surveys, undertaken as part of the primary recovery actions, have resulted in a large increase in the estimated number of individuals of Barrens Willow in Newfoundland; however, their range distribution remains unchanged and relatively small.

2.5 Socio-economic Considerations

The socio-economic implications of the Action Plan for the Barrens Willow (Salix jejuna) in Canada on the following sectors are being examined: mining/quarrying, recreational activities (e.g., off-road vehicle use), and community development and expansion. A summary of the results will be included in the action plan.
